Guidelines for All Phases: Individuals
CONTINUE TO PRACTICE GOOD HYGIENE
-Wash your hands with soap and water or use hand sanitizer, especially after touching frequently
used items or surfaces.
-Avoid touching your face.
-Sneeze or cough into a tissue, or the inside of your elbow.
-Disinfect frequently used items and surfaces as much as possible.
-Strongly consider using face coverings while in public, and particularly when using mass transit.
PEOPLE WHO FEEL SICK SHOULD STAY HOME
-Do not go to work or school.
-Contact and follow the advice of your medical provider.
Guidelines for All Phases: Employers
Develop and implement appropriate policies, in accordance with Federal, State, and local
regulations and guidance, and informed by industry best practices, regarding:
-Social distancing and protective equipment
-Temperature checks
-Testing, isolating, and contact tracing
-Sanitation
-Use and disinfection of common and high-traffic areas
-Business travel
Monitor workforce for indicative symptoms. Do not allow symptomatic people to physically return to work until cleared by a medical provider.
Develop and implement policies and procedures for workforce contact tracing following employee
COVID+ test.
Phase One: Individuals
ALL VULNERABLE INDIVIDUALS* should continue to shelter in place. Members of
households with vulnerable residents should be aware that by returning to work
or other environments where distancing is not practical, they could carry the virus
back home. Precautions should be taken to isolate from vulnerable residents.
All individuals, WHEN IN PUBLIC (e.g., parks, outdoor recreation areas, shopping
areas), should maximize physical distance from others. Social settings of more
than 10 people, where appropriate distancing may not be practical, should be
avoided unless precautionary measures are observed.
Avoid SOCIALIZING in groups of more than 10 people in circumstances that do
not readily allow for appropriate physical distancing (e.g., receptions, trade
shows)
MINIMIZE NON-ESSENTIAL TRAVEL and adhere to CDC guidelines regarding
isolation following travel.
Phase One Employers:
Continue to ENCOURAGE TELEWORK, whenever possible and feasible with
business operations.
If possible, RETURN TO WORK IN PHASES.
Close COMMON AREAS where personnel are likely to congregate and interact,
or enforce strict social distancing protocols.
Minimize NON-ESSENTIAL TRAVEL and adhere to CDC guidelines regarding
isolation following travel.
Strongly consider SPECIAL ACCOMMODATIONS for personnel who are
members of a VULNERABLE POPULATION.
Phase One Specific Types of Employers:
SCHOOLS AND ORGANIZED YOUTH ACTIVITIES (e.g., daycare, camp) that are
currently closed should remain closed.
VISITS TO SENIOR LIVING FACILITIES AND HOSPITALS should be prohibited.
Those who do interact with residents and patients must adhere to strict protocols
regarding hygiene.
LARGE VENUES (e.g., sit-down dining, movie theaters, sporting venues, places of
worship) can operate under strict physical distancing protocols.
ELECTIVE SURGERIES can resume, as clinically appropriate, on an outpatient basis
at facilities that adhere to CMS guidelines.
GYMS can open if they adhere to strict physical distancing and sanitation protocols.
BARS should remain closed.
Phase Two Individuals:
ALL VULNERABLE INDIVIDUALS should continue to shelter in place. Members of
households with vulnerable residents should be aware that by returning to work

worship) can operate under moderate physical distancing protocols.
ELECTIVE SURGERIES can resume, as clinically appropriate, on an outpatient and
in-patient basis at facilities that adhere to CMS guidelines.
GYMS can remain open if they adhere to strict physical distancing and sanitation
protocols.
BARS may operate with diminished standing-room occupancy, where applicable
and appropriate.
Phase Three Individuals:
VULNERABLE INDIVIDUALS can resume public interactions, but should
practice physical distancing, minimizing exposure to social settings where
distancing may not be practical, unless precautionary measures are
observed.
LOW-RISK POPULATIONS should consider minimizing time spent in
crowded environments.
Phase Three Employers:
Resume UNRESTRICTED STAFFING of worksites.
Phase Three Specific Types of Employers:

who interact with residents and patients must be diligent regarding hygiene.
LARGE VENUES (e.g., sit-down dining, movie theaters, sporting venues, places

BARS may operate with increased standing room occupancy, where
applicable.
Appendix
Vulnerable Individuals
- Elderly individuals.
- Individuals with serious underlying health conditions, including high
blood pressure, chronic lung disease, diabetes, obesity, asthma, and
those whose immune system is compromised such as by chemotherapy
for cancer and other conditions requiring such therapy.
This three phase plan was drawn up by medical professionals and experts in the sciences of virology and epidemics. President Trump was not involved in this at all. In this he deferred to the experts. Something he is accused of not doing. Also each state can choose to follow or not to follow these guidelines. This is also forgotten in the mainstream media. The governors and the mayors to a lesser extent decide how the states will re-open. So if the economy is sluggish, or the death rates are too high they are to be blamed, not the President. They were given the tools with the best evidence based practices available. These are uncharted territories, again this is forgotten in the melee. There are limits to the powers of the Federal Government and the Executive Branch. Provided you chose to follow the Constitution. You can bully your way through with executive orders and the enactment of martial law, but you won’t remain popular or a president for very long. So there are limits to what you can legally do. Our country is a republic based on the capitalist economic model. We are not a communist/ socialist nor a dictatorship. We believe in freedom of speech, freedom of expression and the pursuit of happiness. Business and companies whether private or public are separate entities, only under strike guidelines can we alter there business model. In cases of emergency we can force them to produce goods that we have emergent needs for. We can also prevent them fro exporting these goods until our needs are met. Emergency powers give the politicians great power, that is why they are limited in duration and are monitored closely by congress and the judiciary. There as been quite a bit of abuse at the state levels under the current pandemic. Governors have allowed personal agendas, and petty personality traits affect there decisions. Many restrictions have been made with little regards towards the science and have been draconian at best. But again, President Trump is not responsible for these failings. He can talk to the governors and try to guide them. But changes have to be made at the state level, through legislative means and through legal means in the courts. It is much easier in Dictatorships. The leader controls all aspects of the country.
Over the last several decades our countries manufacturing capacity has been greatly diminished as it gets shipped overseas. Manufacturers just find it cheaper to make there products in other countries. Labor costs are cheaper, there are fewer restrictions and taxes are less and may be non existent. China has taken over the Lions share of the production of many of our critical products, medical supplies, and pharmaceuticals. We entered this pandemic with few stockpiles of crucial equipment and supplies. Also with a limited ability to quickly manufacture these items. The problem that arose was that the countries that normally supply these items were overwhelmed by there own needs. Thanks to president Trump’s leadership, we were able to fast track the production of the products needed. But we had to do with extreme shortages of critical safety supplies for the first responders.
Our infrastructure was soon overwhelmed in several cities by the influx of critically sick patients. President trump immediately brought in the Army Corps of Engineers to build temporary hospitals in the most heavily affected areas. Two medical ships were repurposed and sent to critically hit areas. Military Medical staff from all over the world were brought in to help out the beleaguered medical professionals in these cities. President Trump has set up 2 major task forces to help fight the Covid crisis. Yet President Trump is still blamed for the covid crisis. Not enough and too late are terms frequently used when covid and Trump are mentioned together. There was even talk of trying to impeach him again because of his tardy and ineffective response to the pandemic. If you look at my time line in part 1 of the this 2 parter you will see that this assertion is insane. We now thanks to President Trump, not only have more than enough ventilators, we have a stockpile put away for any future epidemic we are sending ventilators to other countries that are desperate for them.
We need to take a look at another epidemic that occurred under another presidency for a comparison. After you see how that president responded to the crisis, maybe, just maybe you will be a little kinder towards President Trump and his efforts taken. In 2009 and 2010 the Swine flu resulted in over 60 million cases with more than 12,000 deaths according to the CDC. It took President Obama until October 2009 to declare a national emergency, over 8 months after the outbreak started. No special restrictions were taken to prevent the spread of the disease. The press did not make any claims that President Obama was ineffective and tardy in his responses to the epidemic. The H1N1 crisis was barely a blip on the radar screen for Obama.
And if this comparison is not enough to show that President Trump responded appropriately and that he takes the pandemic very seriously, I have added a little anecdote about our President. I found this out About President Trump while doing research on Covid-19. During a good portion of March our President after working a full day taking care of all his duties, went to the Vaccine Research Center and helped out the staff unpack test tubes and clean Pyrex Flasks used in the testing process. You will find no photos of this, so it was not a publicity stunt. I have never heard of the President referring to it. I found it on the Fox News website. Now does that sound like someone who thinks that this Pandemic is a joke. I would like to see Pilosi do that, or Obama do that.
One final note to show that the Democratic party has been grossly incompetent in their handling of the Covid-19 pandemic, just refer to Part 1, and look up the March 25 heading. The action taken by Governor Cuomo while horrendous it wasn’t limited to just New Your. It was repeated in several other Democratic run states. These actions resulted in the deaths of thousands of senior citizens. In some states it make up over 30% of the fatalities. Boy is it a good thing for the democrats that they have the press to cover up for their incompetent behavior. Again not the fault of President Trump. There was no confusion in the instructions given to the governors. All the Republican run states had no problem with them.
